RTAR 1527: Closed Loop Control - Problems, Performance Measurement, and Alternative Algorithms to PID
Bill Pienta

June 06 report: Bill Pienta drafted RTAR, with input from Kristin Heinemeier, John House, and Ken Gillespie. Well done, folks! This new RTAR was discussed in detail at the meeting. The discussion generated some specific feedback for Bill. Bill will make some changes and produce another draft, with a bit of narrowing of the scope in spots.
Jan 07: New draft to review here. The RTAR was discussed. Dave Shipley will examine the question of sample size. Bill will identify exactly what research questions he wants to answer. The committee provided other feedback to Bill. He will revise the RTAR accordingly for e-mail vote by the Subcommittee, so the TC can vote on it not later than June, for submission to ASHRAE. TC 1.4 is very interested in this topic, but would emphasize different aspects. Bill will continue to work with them on a joint document. TC 7.5 might also be interested, and maybe TC 7.4 as well. Bill will decide whether he wants to pursue those options.

RTAR 1528: User Interface Design for Advanced System Operation
TC 1.4

Jan 08 report: This RTAR, authored by TC 1.4, was submitted as our Priority 2 last August. It is being evaluated at this meeting.
3
RTAR 2005-57: Utilization of Random Sampling Technology in Performing Building Commissioning
Kristin Heinemeier

Jan 06 report: Kristin has drafted a new version of the RTAR. Comments welcome. Dave and Chad Dorgan will both be providing feedback.
Jun 06 report: No progress at this meeting.
Jan 07 report: This project idea was discussed and is interesting to several subcommittee members. Kristin's schedule as TC Chair does not permit her to push this one forward to the work statement phase, so it needs a new champion. Jay Enck will review the current RTAR and preceding comments and once he considers it ready the subcommittee will vote on it by e-mail for consideration by the TC. We hope to get the revised version to ASHRAE by June. Then development of the work statement will be after that.

RTAR 2005-56: The Impact of Commissioning on Comfort
Dave Shipley

RTAR drafted, submitted, and returned with comments. The author revised the RTAR and submitted the new version with the TC's research plan after Nashville. Work has not yet begun on a work statement. (Jan. 2005)
June 06 report: Dave contacted the PI at UNLV for a project to study comfort and IEQ in buildings and heard back from Davor Novosel of NCEMBT. They funded the project, which went ahead without ASHRAE funding. He will meet with Davor on Sunday after the TC meeting. Final report on 10 offices will be available soon, likely on NCEMBT website. No action on writing the RTAR until after this report is available.
Jan 07: report from NCEMBT not yet received. No action for the Subcommittee, but Dave will ask Davor again.
For New York (Jan 08): NCEMBT has provided Dave Shipley with access to the dataset from their project, and he no longer has any excuses. He will take a look at the data and see if it can act as a base case for this study and if it can help estimate sample sizes for projects like this. He aims to bring some preliminary information to the research subcommittee in January.

WS 1241 - Impact of Commissioning HVAC Systems on Life Cycle Cost
Kristin Heinemeier
RTAR

Jan 06 report: We have tried to move this forward a number of times. Other outside ASHRAE have been moving forward on this topic. Still need to identify gaps ASHRAE could fill. Kristin talked about the LBL study and ongoing work on that. Natascha talked about IEA efforts to collect data on cost/benefit of Cx, through Annex 47. She will distribute a report on their efforts. We will wait to see the protocol developed by IEA before proceeding with any further with development of this WS.
Jun 06 report: Protocol is developed and will shortly be up on IEA website. Natascha handed out a newsletter. Database will be collected over the next while. They are soliciting case study information and data internationally. Aim to collect information on 30 projects this year. Research subcommittee members should review the protocol when it is available, but no action on the RTAR is required.
Jan 07: the protocol is on the IEA website. There are 9 case study projects collected, but the database has not been built. No action required, but all our other research ideas are parts of eventually being able to answer this question.
6
Field-Based Evaluation of Methods for Commissioning DDC Systems
Larry Fisher
Larry Fisher has agreed to write the RTAR and seek TC 1.4 Control Theory and Application as a co-sponsor. (June 2004)
Jan 06 report: Ken will check with Larry and get info to Dave. Larry did not respond, because of international travel.
Jan 07: Ken will ask Larry one more time about this. Possibly the best thing to do would be to take this away from Larry and appoint another champion. That person is Ken Gillespie.

Current Research Projects

The Research Subcommittee is represented on the monitoring subcommittee for 1274-RP, which was co-sponsored by this TC.

1274-RP: Field Performance Assessment of Packaged Equipment to Quantify the Benefits of Proper Service and Assessing the Long Term Need for Monitoring, FDD, and Continuous Commissioning Technology

7.5, Smart Building Systems

Co-sponsored by TC 7.9

ADM Associates, Inc.
Sponsored by 7.5 (formerly 4.11; Prioritized RTAR. This project went out to bid and three bids were received. Project has been awarded to ADM Associates, Sacramento, CA. Ken Peet is TC 7.9 rep on the PMS. First meeting was in Nashville. (June 2004)
Jan 06 report: lots of progress made.
June 06: There were quite a few issues with this project as reported at the Quebec City meeting.
Jan 07: We'll be looking for a report on whether things have got back on track. Ken Peet received a 43-page document just before this meeting. Things are improving. Todd Rossi will not be here, but someone else from his org will be here to run the PMS. Ken had not heard anything until this latest document. The project is a couple of years late, but is getting close to a final report. PMS meeting at 4 pm today. Had a lot of trouble in the beginning with procedures - things like: they were taking measurements at different times, so that conditions had time to change a lot in between. It was hard to iron out all these issues, but things eventually got back on track. Contractor has always been willing to listen to feedback and to change, and has continued to fulfill commitments. Final field data by Oct 2007. Final report should be next January.
Jan 08: This project is wrapping up. The contractor has provided a draft final report and also made a final presentation to the PMS.

Completed Research Projects

The Research Subcommittee co-sponsored project 1032-RP, which is now complete. The Subcommittee also closely followed 1137-RP, which was sponsored by TC 1.4.

Non-prioritized Research Ideas

The Research Subcommittee has identified a large number of research ideas over the past several years. Many of these are described on one-page write-ups or RTARs, and several were developed as work statements. The research ideas that have been written up are summarized in the table below. Other research ideas that have never been written up can be found in the old Research Reports, on the Meetings page.

M&V for Cx
Kristin Heinemeier
California Commissioning Collaborative is starting a project on this topic, so the Subcommittee decided to drop the topic. (Jan. 2007)
Methods of Improving Persistence of Commissioning Savings in Control Systems
Ken Peet, David Underwood
Seminar 26 at the January 2007 meeting addressed this topic. This seminar was proposed to find out what is already known and to identify any gaps. Any new topics arising from that seminar can be proposed as a new research topic. The Subcommittee decided to drop this topic, however. (Jan. 2007)
One Time vs Short-Term vs Seasonal Testing of Air-Handling Units
Mingsheng Liu
This was put on hold until WS-1092, but the original author has been too busy to take further action since then. The Subcommittee decided to drop the topic. (Jan. 2007)
WS 1312 - Tools for Evaluating Fault Detection and Diagnostic Methods for Air-Handling Units
John House
This draft work statement was presented to the Subcommittee at Anaheim. Members had some questions about it, which were not fully resolved during the discussion. The Subcommittee expressed interest in the work statement, and planned to consider it again at the meeting in Nashville. (Jan. 2004)
WS 1115 - Identification of Ideal Monitoring Data Points for Comnmissioning Support During HVAC Design
Dave Shipley
Submitted, accepted, and contractor selected before Tech Council turned it back. We believe some parts may be done by others, so we will reassess need for project, and rescope/redraft WS if necessary. Dave will follow up with Ken Gillespie (PG&E), PECI, and TC1.7 (GPC 4) and make recommendation at next meeting whether to resubmit or drop. (January 2002 - Decision was made in June 2002 to drop this work statement and monitor parallel work by CEC PIER program.)
Quantifying Building Energy Performance Persistence of Savings after Retro-Commissioning
Needs champion
RTAR was rejected with comments. Author revised RTAR. However, much of this work has been done….need to revise to focus on any gaps. (June 2002)
Development and Implementation of Commissioning Strategies for Optimal Control Evaluation
Dave Shipley
Deleted after June 2002 meeting, due to lack of action/interest from TC 4.6. (June 2002)
The Building Automation System's Role in Commissioning of HVAC Systems
Jim Gartner

Research Plans: Previous versions of our Research Plans may be found in the meetings area of this site.

Research Meeting Notes: Notes on previous Research Subcommittee meetings may be found in the meetings area of this site.

Sample Size Calculator: In the development of one of our work statements, the Research Subcommittee needed to calculate the sample size required to obtain statistically significant results. We developed a simple spreadsheet for making this calculation, based on the answers to several questions. We are providing the spreadsheet without restriction. Remember, it's usually best to have someone with a good understanding of statistics take a look at your experimental design, so you don't waste time and money collecting data that don't successfully answer the research questions.

Additional Research Ideas: In February 2000, Kenneth Gillespie, of PG&E (contact information on members-only TC website) submitted a list of 27 additional research ideas, with information on their status at that time.

Subcommittee Membership: A list of Research Subcommittee members is provided. TC members can go to the members-only area of the site to obtain contact information for the subcommittee members.

Other Documents: Some additional documents are not currently being provided on the public area of the site. TC members can go to the members-only area of the site to review them.
